Dr Tobias Doyer, Hoofuitvoerende Beampte van Graan SA, het die herposisionering van ‘n groot produsente-organisasie in ‘n veranderende markomgewing bespreek tydens die nasionale RPO se konferensie wat onlangs by Nampo/ALFA in Bothaville plaasgevind het.
Dr Tobias Doyer, Chief Executive Officer of Grain SA, discussed the repositioning of a large producer organisation in a changing market environment during the National RPO’s conference which took place recently at Nampo/ALFA in Bothaville.
Dr Doyer het daarop gewys dat ‘n produsente-organisasie in wese ‘n gemeenskap-organisasie is. ‘n Baie belangrike typerk lê vir gemeenskap-organisasies voor. Regerings skep ‘n omgewing, maar dit is gemeenskap-organisasies wat die wêreld verander en die mag het om die wêreld op kollektiewe wyse ‘n beter plek te maak. Dit word deur beïnvloeding (advocacy) gedoen. In Suid-Afrika is boere se kundigheid en legitimiteit magtige wapens.
Graan SA word deur vrywillige heffings befonds, en nie deur statutêre heffings nie, aangesien dit vir die organisasie belangrik is om onafhanklik te bly. Dit beteken egter daar rus ‘n onus op Graan SA om homself te regverdig en die beste manier om dit te doen, is om na sy lede te luister.
Dr Doyer het twee belangrike veranderinge in die praktyk van belangebevordering uitgewys. Eerstens het die Regering van Nasionale Eenheid tot stand gekom. Omdat daar nou baie meer partye in die regering is, is daar ook meer politieke diversiteit. Politieke stabiliteit is laer, maar daar is groter toegang tot besluitnemers. Implementering van beleid gaan ‘n uitdaging wees.
Tweedens het die kommunikasie-dinamika heeltemal verander. Die manier waarop mense kommunikeer en die manier waarop regerings en mense besluite neem, is heeltemal anders as wat dit in die verlede was.
Volgens dr Doyer bly die rol van georganiseerde landbou-organisasies dieselfde, maar ‘n nuwe spel moet gespeel word. Ná 1996 het al die kommunikasiekanale met die omgewing verdwyn. Verder maak sosiale media alles sigbaar. Binne hierdie geraas moet die saak van landbou vorentoe gevat word en daar moet ‘n beter omgewing vir boere geskep word. ‘n Ander realiteit is dat aktiviste ‘n groter oor by die regering het as landbou-organisasies. Dit is belangrik dat landbou-organisasies betrokke raak by die nuwe manier van sake doen.
Graan SA word gelei deur die aspirasie om ‘n volhoubare en winsgewende sektor te hê wat die volgende moontlik maak:
Graan SA se personeel sluit ekonome en navorsers in, terwyl opleiding ook gedoen word. Nampo help met die finansiering van die organisasie, terwyl donateurs ook help om navorsing te finansier. Die grootste gedeelte van Graan SA se befondsing bestaan egter uit vrywillige fondse en daarom moet die organisasie altyd naby sy lede wees en hulle ingelig hou oor aksies wat onderneem word. Graan SA het bemarkers wat lede gereeld bel en databasisse in stand hou. Verder maak die organisasie dit vir boere op ‘n praktiese manier baie maklik om heffings by te dra.

Die fundamentele maniere waarop hierdie doelwitte verwesenlik gaan word, is beïnvloeding en kommunikasie; innovasie en vermoëns; ‘n sterk en diverse organisasie; invloedryke vennootskappe; sowel as data en insigte, het hy gesê.
Dr Doyer pointed out that a producer organisation is essentially a community organisation. A very important time period lies ahead for community organisations. Governments create an environment, but it is community organisations that change the world and have the power to collectively make the world a better place. This is done through advocacy. In South Africa, farmers’ expertise and legitimacy are powerful weapons.
Grain SA is funded by voluntary levies, and not by statutory levies, as it is important for the organisation to remain independent. However, this means that there is an onus on Grain SA to justify itself and the best way to do this is to listen to its members.
Dr Doyer pointed out two important changes in the practice of advocacy. First, the Government of National Unity was established. Because there are now many more parties in government, there is also more political diversity. Political stability is lower, but there is greater access to decision makers. Implementation of policy will be a challenge.
Secondly, the communication dynamic has completely changed. The way people communicate and the way governments and people make decisions are completely different than it was in the past.
According to Dr Doyer, the role of organised agricultural organisations remains the same, but a new game must be played. After 1996, all the communication channels with the environment disappeared. Furthermore, social media makes everything visible. Within this noise, the matter of agriculture must be taken forward and a better environment must be created for farmers. Another reality is that activists have a bigger ear with the government than agricultural organisations. It is important that agricultural organisations get involved in the new way of doing business.
