LIMPOPO BRING SY KANT TEEN VEEDIEFSTAL
Die Limpopo Vee- en Wild Diefstalvoorkomingsforum het op 3 Julie 2024 vergader met Douw Pelser as voorsitter en Brig. Masingi, die SAPD provinsiale hoof van ernstige en geweldsmisdade, as vise-voorsitter.
Dit is problematies om dieselfde rolspelers sover te kry om beide die SAPD Prioriteitskomiteevergadering insake Veediefstal, sowel as die Limpopo Vee- en Wild Diefstalvoorkomingsforum se vergaderings by te woon en daarom is daar besluit dat albei forums in die toekoms een keer per kwartaal fisies in Polokwane sal vergader.
Vier uit die vyf distrikte van die SAPD distrik-koördineerders was by die vergadering teenwoordig, asook verskeie SAPD-veediefstaleenhede en verslae is ingehandig.
Tydens die vergadering is SAPD-lede versoek om deur die vyf siviele distrikvoorsitters vir landelike veiligheid te werk indien daar ’n probleem op grondvlak ontstaan, soos byvoorbeeld om toegang tot plase te bekom.
Brig. Masingi het dit duidelik gemaak dat al vyf SAPD distrik-koördineerders vir landelike veiligheid, sowel as vir veediefstal in die vervolg teenwoordig moet wees. Daar is ook ‘n beroep gedoen dat die vyf siviele distrikvoorsitters vir landelike veiligheid almal teenwoordig sal wees.
Sodra die nuwe provinsiale parlementslede aangekondig word, moet ’n daadwerklike poging aangewend word om die belanghebbende departemente na die volgende forum-vergadering uit te nooi.
Ander knelpunte sluit die volgende in:

- Die tekort aan geregistreerde skutte in die provinsie is problematies.
- Produsente sal weer aangemoedig word om alle lewendehawe te merk soos wat die wet bepaal.
- Die SAPD Veediefstaleenhede sal versoek word om gesamentlike operasies met buurlande en buurprovinsies van stapel te stuur. Die plaaslike plaaswagte en boere moet ook betrek word soos nodig.
- Dit is weer onder almal se aandag gebring dat hierdie nie die regte platform is om grondvlakprobleme aan te spreek nie nie. Die prosedure vir grondvlakprobleme is soos volg:
- Eerstens, bou ’n goeie verhouding met die bevelvoerder van die plaaslike polisiestasie.
- Meld sake by die plaaslike polisiestasie aan.
- Indien dit nie na wense hanteer word nie, verwys die saak na die plaaslike bevelvoerder van die polisiestasie.
- Indien hier ook nie bevredigende antwoorde verkry word of aksies geskied nie, verwys die saak na die SAPD distrik-koördineerder.
- Sake word slegs na die Limpopo Vee- en Wild Diefstalvoorkomingsforum verwys indien dit nie op distriksvlak opgelos kan word nie.
LIMPOPO ADDRESSES LIVESTOCK THEFT
The Limpopo Livestock and Wildlife Theft Prevention Forum met on 3 July 2024 with Mr Douw Pelser as chairman and Brig. Masingi, the SAPS provincial head of serious and violent crimes, as vice-chairman.
It is problematic to get the same role players to attend both the SAPS Priority Committee into Livestock Theft, as well as the Limpopo Livestock and Wildlife Theft Prevention Forum’s meetings and therefore it has been decided that in the future both forums will physically meet once a quarter in Polokwane.
Four out of the five districts of the SAPS district coordinators were present at the meeting, as well as several SAPS livestock theft units, and reports were handed in.
During the meeting, SAPS members were requested to work through the five civil district chairmen for rural security if a problem arises at ground level, eg gaining access to farms.
Brig. Masingi made it clear that all five SAPS district coordinators for rural security, as well as for livestock theft, must be present at the meeting. An appeal was also made that the five civil district chairmen for rural security would all be present.
As soon as the new provincial members of parliament are announced, a concerted effort must be made to invite the interested departments to the next forum meeting.
Other bottlenecks include the following:

- The shortage of registered pounds in the province are problematic.
- Producers will again be encouraged to mark all livestock as required by law.
- The SAPS Livestock Theft Units will be requested to launch joint operations with neighbouring countries and provinces. The local farm guards and farmers should also be involved when necessary.
- It was once again brought to everyone’s attention that this is not the right platform to address grassroots issues. The procedure for ground level problems is as follows:
- – Firstly, build a good relationship with the commander of the local police station.
- – Report cases to the local police station.
- – If a case is not handled satisfactorily, refer the case to the local commander of the police station.
- – If satisfactory answers are not obtained or the necessary actions are not taken, the matter is referred to the SAPS district coordinator.
- – Cases are only referred to the Limpopo Livestock and Wildlife Theft Prevention Forum if they cannot be resolved at district level.
