Dit is vir SAVPO belangrik om só geposisioneer te wees dat die organisasie relevant vir die verbruiker sal wees, sê dr Peter Evans, Hoofuitvoerende Beampte van SAVPO.
It is important for SAPPO to be positioned in such a way that the organisation will be relevant to the consumer, says Dr Peter Evans, Chief Executive Officer of SAPPO.
Tydens die nasionale RPO se konferensie wat onlangs by Nampo/ALFA in Bothaville plaasgevind het, het hy die verantwoordelikheid van klein produsente-organisasies in ‘n veranderende bemarkingsomgewing toegelig.
SAVPO was voorheen ‘n organisasie wat hoofsaaklik deur die verskillende provinsies beheer is, maar die organisasie het daarin geslaag om homself in ‘n besigheidsentiteit te omskep, het hy gesê.
Die belangrikste funksie van die organisasie is die voorsiening van data, wat sy lede in staat stel om ingeligte besluite te neem. Dit het gelei tot die “World of pork”, ‘n webbladsy wat al die data van deelnemende lede bevat. Deelname is op ‘n vrywillige basis. Data wat op die webbladsy beskikbaar is, sluit onder meer die beweging van varke, inligting oor varkplase en soggetalle in. Data oor handel en handelspryse word ook versamel en gereeld in die vorm van verslae aan boere beskikbaar gestel.
SAVPO beoog om binne twee tot drie maande self elektronies prysdata by abattoirs te versamel, ‘n funksie wat tans deur die Rooivleisabattoirvereniging verrig word. Dit sal die organisasie in staat stel om pryse te rapporteer, wat nie net tot voordeel van die groot boere sal wees wat groot getalle varke van die hand sit nie, maar ook kleiner varkboere, wat nie dieselfde bedingingsmag as hul groter eweknieë het nie.
Volgens dr Evans het SAVPO ook die hand op die pols as dit kom by handel. Die organisasie weet presies hoeveel snitte word ingevoer en uitgevoer, en watter tipe snitte ingevoer en uitgevoer word.
Sover dit varkgesondheid betref, is Suid-Afrika een van die gesondste varkboerderylande in die wêreld, veral as dit kom by virale siektes. SAVPO sien om na drie vlakke van biosekuriteit, naamlik internasionale-, uitvoer- en nasionale vlak.
Verder het SAVPO reeds in 2011 met die stelsel van kompartementalisering begin. Dit is baie soortgelyk aan die Pork 360 verbruikergemoedsrus-stelsel, wat beteken dat dit gerieflik vir boere is om beide stelsels op die plaas te bestuur.
Dr Evans het daarop gewys dat die kompartementestelsel deur die regering bestuur word, hoewel SAVPO behulpsaam is met plaasbesoeke en die neem van bloedmonsters deur privaatveeartse. Die stelsel word egter in wese deur staatsveeartse bestuur. Dit is voordelig om dit so te doen, aangesien dit net die regering is wat met ander regerings kan onderhandel. Hy het dit as ‘n goeie voorbeeld van ‘n privaat-publieke-vennootskap uitgewys, waar SAVPO homself posisioneer om saam met die regering te werk.
Sover dit biosekuriteit betref, het SAVPO verskeie toepassings ontwerp wat biosekuriteitoudits kan doen en ‘n biosekuriteit-telling kan vir elke plaas bereken word. Privaat veeartse se diagnoses word ook elektronies by SAVPO gerapporteer, sodat passiewe waarneming doeltreffend uitgevoer word.
Dr Evans het beklemtoon dat landbou heeltemal deursigtig moet wees. Daarom is dit vir SAVPO belangrik om aanspraak daarop te kan maak dat die varkbedryf heeltemal naspeurbaar is. Dit sal binnekort vir boere moontlik wees om elke enkele beweging van ‘n spesifieke vark op ‘n rekenaar te volg.
Aangesien SAVPO deur ‘n statutêre heffing gefinansier word, moet 20% van hul fondse aan besigheidsontwikkeling bestee word. Tans het die organisasie agt besigheidsontwikkelaars wat in elke provinsie werksaam is, met die uitsondering van die Noord-Kaap. Hierdie ontwikkelaars besoek die varkplase gereeld en is daarom baie invloedryk. Een van SAVPO se strategieë is juis om eerder voorligtingsdienste te verskaf, eerder as om een of twee projekte te finansier.
Pork 360 spreek van SAPPO se geloof in selfregulering. Dié stelsel se primêre doelwit is om dierewelsyn, residu-monitering, omgewingsrentmeesterskap, sosiale bestuur en afval aan te spreek.
Dr Evans het gesê SAVPO bestee ongeveer 30% van sy inkomste aan bemarking, waar mites en feite rondom varkvleis spesifiek aangespreek word. Dit word in vennootskap met die Universiteit van Stellenbosch gedoen, wat beteken dat die inisiatief gerugsteun word deur onweerlegbare feite.
During the National RPO’s conference which recently took place at Nampo/ALFA in Bothaville, he outlined the responsibility of small producer organisations in a changing marketing environment.
SAPPO was previously an organisation that was mainly controlled by the different provinces, but the organisation succeeded in transforming itself into a business entity, he said.
The most important function of the organisation is the provision of data, which enables its members to make informed decisions. This led to the “World of Pork“, a web page that contains all the data of participating members. Participation is on a voluntary basis. Data available on the web page include, among other things, the movement of pigs, information on pig farms and sow numbers. Data on trade and trade prices are also collected and regularly made available to farmers in the form of reports.
SAPPO intends to electronically collect price data at abattoirs within two to three months, a function that is currently fulfilled by the Red Meat Abattoir Association. This will enable the organisation to report prices, which will not only benefit the large farmers who trade in large numbers of pigs, but also smaller pig farmers, who do not have the same bargaining power as their larger counterparts.
According to Dr Evans, SAPPO also plays an important role in terms of trade. The organisation knows exactly how many cuts are being imported and exported, and what types of cuts are being imported and exported.
As far as pig health is concerned, South Africa is one of the healthiest pig farming countries in the world, especially when it comes to viral diseases. SAPPO looks after three levels of biosecurity, namely international, export and national level.
Furthermore, SAPPO already started with the system of compartments in 2011. It is very similar to the PIG 360 consumer assurance system, which means that it is convenient for farmers to manage both systems on the farm.
Dr Evans pointed out that the compartmental system is run by government, although SAPPO assists with farm visits and the taking of blood samples by private vets. However, the system is essentially run by state veterinarians. It is beneficial to do it this way, since only government can negotiate with other governments. He pointed this out as a good example of a private-public partnership, where SAPPO positions itself to work together with the government.
As far as biosecurity is concerned, SAPPO has designed several applications that can conduct biosecurity audits and a biosecurity score can be calculated for each farm. Private veterinarians’ diagnoses are also reported electronically to SAPPO, so that passive observation is carried out efficiently.
Dr Evans emphasised that agriculture must be completely transparent. That is why it is important for SAPPO to be able to claim that the pig industry is completely traceable. It will soon be possible for farmers to follow every single movement of a specific pig on a computer.
As SAPPO is financed by a statutory levy, 20% of their funds must be spent on business development. Currently, the organisation has eight business developers operating in every province, with the exception of the Northern Cape. These developers visit the pig farms regularly and are therefore very influential. One of SAPPO’s strategies is to provide extension services, rather than to finance one or two projects.
PORK 360 speaks of SAPPO’s belief in self-regulation. This system’s primary objective is to address animal welfare, residue monitoring, environmental stewardship, social management and waste.
Dr Evans said SAPPO spends around 30% of its revenue on marketing, where myths and facts surrounding pork are specifically addressed. This is done in partnership with the University of Stellenbosch, which means that the initiative is backed by irrefutable facts.
